There has been a great deal of evidence showing that Bush received multiple reports from the CIA and FBI about "possible terrorist suspects" and "Jets could be used as a bomb" and whatnot. He didn't connect the dots. Now, it's open to interpretation whether you think that that means Bush let 9-11 happen. Not intentionally, of course, but it was in his power to stop it had he been observant or competent. Therefore, I feel that the 42% of the democrats do in fact have a case: Bush did not cause 9-11, nor did he intentionally let the towers fall, but he DID have the knowledge beforehand to prevent tragedy, and he was not able to use it due to either incompetence, laziness, or stupidity.
